Well, I'd say between belt and above it. The electronics is at belt level, bridge maybe. The height is not that primary to me, however: I need the neck to be at about 45 degrees to my body/floor. So, most of the bass is above the belt level.
I've had wrist pain in my left hand some time ago, so I've risen the bass to above belt, only to cause right hand wrist trouble. After that, I've lowered the bass but angled it upwards. Now that I've highly "angled" the bass it's pretty painless on both hands, though I've altered my plucking technique recently not to strain the right wrist. The left hurts a bit every now and then, mostly when I don't warm up or overpractice.
Semi-related, I've moved the "bridge" strap pin/lock to a tad above where it would be on a Dingwall on both my basses. With a wide strap, the bass stands at that steep angle by itself, no neck dive on an otherwise neckdiving bass and feels very, very firm. It's not that big of a deal, but it feels stable and makes me be more confident about the floating anchor. It's probably subconsious as I still trip every now and then but it feels good.
